Federal Requirements
Skagit Transit receives federal grants from the Federal Transit Administration (FTA) to fund a portion of its operations and some capital expenditures therefore, certain FTA procurement regulations may apply to specific procurements. These regulations are contained in the current version of the FTA Master Agreement for Grantees that can be viewed on the FTA website at https://www.transit.dot.gov/sites/fta.dot.gov/files/FTA%20Master%20Agreement%20FY2017%20-%2010-1-2016.pdf.
The FTA also publishes Circular 4220.1F that summarizes only the procurement rules contained in the Master Agreement.
Vendors interested in Skagit Transit FTA-funded contracts must carefully review and consider the federal requirements, commonly referred to as the "federal clauses", included in the solicitation documents. Several clauses are mandatory and applicable to every type of procurement action while other clauses are situational or based on contract dollar threshold.
Skagit Transit purchase orders make reference to the federal clauses on the reverese side of the Purchase Order (PO), as well as other standard terms and conditions, that can be viewed here. As applicable to the individual purchase, POs may be issued with a supplemental attachment providing the full language of the federal clauses or other additional contract language.
